Sun Paper to set up JV in VietnamPublished: 10 Mar 2009 02:10:50 PSTMar. 10, 2009 (China Knowledge) - Shan Dong Sun Paper Industry Joint Stock Co Ltd (Sun Paper)<002078>, a manufacturer and seller of paper and paper products in China, plans to set up a JV in Vietnam with a local company there, sources reported.It is estimated that a total of US$15 million investment will be poured into the JV. The investment will be used to build a timber processing plant with an annual production capacity of 200,000 tons. The investment will also finance construction of a port with an annual throughput capacity of 2 million tons which will be used to bring in bulk timber.The JV will carry out its business mainly in timber acquisition, processing and marketing. Furthermore, the company will deal with the related import and export business and will oversee the construction of the new port. According to Sun Paper 2008 annual report, the company realized RMB 5.76 billion in operating income from its main business, up 13.35% year on year. But it might come as a surprise to Westerners that Shanghai has long had a fascination with the event that extends back well into the 19th century.FACELIFT FOR PAGEANT: Peace Hotel, a landmark building on the Bund in Shanghai, undergoes a full renovation and will reopen in time for the Expo 2010 Shanghai (XINHUA )The World Expo's beginning, which debuted in London in 1851, coincided with China's first attempts to reach out to the rest of the world. Shanghai was the city spearheading China's modernization drive in the 19th century and the city, undergoing the growing pangs of industrialization, was amazed by new inventions and technologies from Western countries, such as Britain, France, the United States and Germany. It was natural, then, that the Central Government reached out to the citizens of Shanghai to design the China pavilions during early World Expos. The Qing (1644-1911) government sponsored the construction of the China pavilions during the Expos, first in Vienna in 1873 and then again in the 1876 Philadelphia fair. Both pavilions were constructed in Shanghai. Since the founding of the Republic of China in 1911, chambers of commerce, mainly composed of Shanghai merchants, sponsored and organized the construction of China's World Expo pavilions. During this period, Shanghai's factories, farms, stores, research institutes and churches were invited to donate exhibition items to the endeavor.While designing and building the pavilions, Shanghai residents looked forward to one day hosting the event in the early 20th century. This desire was given form in literature from the period. In 1902, Liang Qichao, one of the most influential scholars at the turn of the century, depicted a future in which the city would host the grand Shanghai Expo 60 years thence. In his work, the whole city became the site for the grand event, which even hosted forums and seminars on natural and social sciences. Then in 1905, Shanghai-based novelist Wu Jianren rewrote the 18th-century masterpiece The Story of the Stone, where the novel's hero Jia Baoyu visited a World Expo staged in the city's Pudong area. In 1910, another Shanghai novelist, Lu Shi'e, predicted in his novel New China that the World Expo would come to Shanghai 100 years from then, which now appears to be a prescient prediction.In the last 150 years, Shanghai has made a name as the most open to the outside world among Chinese cities. Yujiapu is an important part of the Binhai New Area's central commercial zone. With an area of 3.46 sq km, Yujiapu is situated on the north shore of the Haihe River in Tanggu district, with coastline on the other side.Implementing the central government's plan for the Binhai New Area will be a significant step for the city, according to local authorities.In conjunction with the International Union of Architects, the municipal government ran a seven-month global urban design competition in a bid to learn more about town planning.As a result, a central avenue will be built, with clusters of urban structures around it. The center will be further divided into different areas including modern finance, traditional finance, education and training, and commerce.The overall plan, involving a total construction area of 7.22 million sq m, involves one year for initial development, three years for overall construction, five years to establish the general scale, and 10 years to finish the project.Yujiapu's initial area is the current priority for construction, according to the plan.Detailed designs for infrastructure, roads and transport are expected to be completed by the end of September.Construction will begin on a 200,000 sq m financial exhibition center, 300,000 sq m of financial markets, 10 financial buildings, training centers and all the support facilities in Yujiapu by the end of the year.Yujiapu will be connected to the Beijing-Tianjin Intercity Express Railway in the near future. EU Anti-dumping Abuse Harms Both China, EUPublished: 16 Aug 2009 19:19:09 PSTSince late July, the European Union (EU) has launched a series of anti-dumping actions against Chinese products, covering steel wire rod, seamless steel tubes, sodium gluconate, steel cables and aluminum road wheels.With five cases in just three weeks, such a frequent use of anti-dumping probes and punitive duties has been unprecedented. The EU's unusual move has raised wide concern, especially when the world economy is in recession due to the financial crisis.The EU said its decisions were taken against "unfair" trade practices of some Chinese companies, but it has so far provided no convincing evidence for its allegations.Take as an example the case of aluminum road wheels, against which the EU started an anti-dumping probe on Thursday. The prices of China's wheels exported to the EU were much higher than in its domestic market. Is it logical for any Chinese manufacturers to "dump" their products at a loss on European markets thousands of miles away?As by definition, dumping is the act of a manufacturer exporting a product to foreign markets at a price either lower than home market prices or below production costs.Yet, there are indeed unfair practices. That is on the EU part. The EU has refused to disclose the list of European companies which had lodged the complaints from the very beginning when it started anti-dumping probe into Chinese aluminum road wheels.This violates the principle of transparency under the World Trade Organization (WTO) rules and the specific regulation of the WTO anti-dumping agreement.Such an approach is unfair to Chinese companies as it deprives them of their vital right of defense. Besides, under EU anti-dumping rules, an investigation is not to be initiated unless the complainants represent at least 25 percent of the total EU output of the products in question. Is this fair trade practice when the EU pushes aside its own rule in its anti-dumping probe against Chinese companies?The EU has so far refused to recognize China's market economy status. Instead, it chose Turkey as a substitute country to calculate Chinese companies' cost of producing the aluminum wheels. As a result, China was accused of dumping goods to Europe at an unreasonably low price.But the choice is arbitrary and unfair to Chinese companies as there is no real comparison between China and Turkey in terms of economic reality or development of their relevant sectors.The EU's taking hasty anti-dumping measures against Chinese companies is an irresponsible move that has abused trade defense rules. It is motivated by rising protectionism as the 27-nation bloc is in the worst recession since the Second World War.Commenting on the EU's anti-dumping measures against China's seamless steel tubes, the Wall Street Journal said the move suggests that the EU "is growing more protectionist in the face of the economic downturn."As early as April this year when the EU decided to impose definite anti-dumping duties on Chinese candles, World Bank President Robert Zoellick criticized the decision as one of the four typical anti-free trade moves after the G20 summit in London.At the summit, leaders from world major economies, including EU countries, pledged to refrain from protectionism and stick to open trade amid the economic downturn.The slide to beggar-thy-neighbor protectionism is counterproductive.The EU's abuse of anti-dumping rules would harm both China and the EU. The probe against Chinese aluminum road wheels would not only hurt Chinese producers' exports to the EU, but also raise the costs of European carmakers, such as Audi and Volkswagen, which need Chinese supply of the auto part.
